Dear Mayor Matt Mahan,
i am writing this under the influence of a horrific crime that happened in san jose just yesterday, tuesday, sept 8th, 2026; i am writing this under the influence of hearing the direct testimony of a woman friend who was accosted by a young male
who aggressively violated her space; said gross and very crude things to her; and who aggressively blocked her from moving; tried blocking the door she needed to enter
-details were sent to SJPD
they were contacted; a report was filed over the phone. THERE IS VIDEO; a neighbor's camera picked up the entire threat; the criminal can be seen
Let that rank as among my (our) great frustrations: that even though this criminal was, in fact, caught on camera; nothing is done as a result.
Over my 9 years here in San Jose, there are multiple instances of criminals caught on camera; but who pay zero consequence as a result
-we are asked over and over, encouraged at every opportunity to have security cameras..
we, my husband and i, spoke in favor of license plate readers, as means to help law enforcement capture criminals
but,
when we consider the time and expense for each individual person/family to install a camera; their cost
compared to the results
of the camera footage actually resulting in 'caught & consequences' for the criminal who IS CAUGHT ON CAMERA..
the amount of times it just doesnt even matter that the camera captured the crime/the criminal;
unless the general public starts to see some actual results from the camera footage..
well, cameras -surveillance; is going to become a harder and harder sell.
SOLUTION HERE i believe is to
1. make a very public and big deal about any and all criminals who are caught thank you to security cameras and make it very clear their crime includes significant consequences.
2. -use the camera footage, which allows SJPD to correctly ID the young man who accosted our 60 year old woman friend just yesterday -CATCH said criminal; ARREST said criminal on appropriate charges.

i further believe, the young man who accosted our friend, upon arrest,
should be video taped for the general public to see. he should say his name, age. he should provide his insincere public apology; he should acknowledge out loud what he did; and that it was wrong
he should explain his behavior; and say out loud, the price he will pay; the consequence.
the entire public should get to know what he looks, sounds like, and when he is released.
the single still mug shot (as seen in your email message); it is outdated. lets use our video resources to empower the HTLC community; not the other way around
HTLC -Hard-working, Tax-paying, Law-abiding, Contributors.
we really need to STOP GIVING ALL THE ADVANTAGE AND LEVERAGE & SYMPATHIES TO THE CRIMINALS
and pay much more attention to preventing innocent people from becoming victims; and to seeking justice for them -the victims- when they do become victims.
in terms of priorities: justice for victims should take place over rehab for criminals; -more coming, but
jail is not a rehab facility. it is a consequence. not to suggest there is not a time/place for rehab;
but this thought that the HTLC community, tax paying, law abiding citizens should foot the bill to provide the resources for what exactly?
are we responsible to make sure each and every criminal turns their lives around and becomes a productive, safe, contributing citizen?
that each criminal has their heart purified; their mind and conscience cleaned; their behaviors and thought patterns corrected; their character transformed from evil to good..
i can't wait to sit down and explore this further..

yes. i've been grappling it with myself my entire life. a victim of 3 different kidnapping and rapes by 3 different predators; in a bank when it was arm robbed.. having, as you are familiar with, mayor, my sister in law cynthia mykkanen tortured and murdered in 2019.
in every instance, the criminal had been released from jail; free to claim new victims..
i think it is less complicated than we are making it.
for years, centuries; throughout human history; and across the globe today
there are low crime areas; nearly no crime areas; where public safety is paramount and enjoyed by the public.. all ages, children, families..
every neighborhood, school, restaurant, grocery store, business of any kind, entertainment, is directly impacted by safety factors.
and the common denominator seems to be LAW ENFORCEMENT
there are places that have a well known, established reputation for being hard on crime; not soft.
zero tolerance for breaking laws; misdemeanors, felonies
and there seems to be a pretty well established, well known, well understood pattern in human behavior also
with every crime a criminal gets away with; that criminal is empowered.. and our HTLC public is put at greater and greater risk
so,
when we are soft on the small crimes; they evolve into big crimes
when we are hard on small crimes, this is an excellent deterent; it empowers the innocent public; values our safety

and i sure do want to write about the large population of HTLC who
also experienced great poverty
survived high dysfunctional upbrinings
endured numerous injustices, set backs, trials, rejections, failures..
none of it became an excuse for a life of crime. these individuals are not showcased nearly as much as they should be..
but, when we recognize the incredibly large population of people who have faced
a plethora of adversities; and did not become criminals, or drug addicts, etc.
it becomes a little harder to justify hardships as 'excuses' for criminal behavior.
